Was I supposed to get the Gravity Suit before I encountered the purple EMMI, because all the water in that EMMI zone is an enormous pain in the flash shift. If so, where is it?

You can find the Gravity Suit in the lower section of Burenia. Though I'd recommend you at least get Spin Boost before getting the Suit upgrade. Here's some videos showing you how you can get the Suit early.
