The Elysian Shriekbat is a SkyTown drone which imitates a regular Shriekbat and exhibits the same behaviors. It is not actually a real Shriekbat but a mechanical replica of one created long ago, presumably by either the Chozo or the sentient Elysians.
Their purpose is unknown, but they are possibly sentries to guard certain areas of SkyTown, and groups of them are found in various parts of the floating city.

Mechanical variant of a Shriekbat that will explode on contact.
Like all Shriekbats, the Elysian Shriekbat will dive-bomb any creature that wanders too close and detonate on contact. However, they are not actual creatures, but machines made to mimic their real-life counterparts. Designed centuries ago, their original purpose is unknown. They now roam the hovering facilities over Elysia, often in small flocks.
