The Galactic Federation, in the Metroid Fusion manual, is said to have governors overseeing sectors of the cosmos. The governor mentioned in the Journal of Samus Aran oversees SR388's solar system, and at the beginning of Fusion, employs Samus Aran to escort Biologic's research team on an ecosystem study, due to her experience on the planet. This leads to her uncovering the X Parasite, and ultimately, the destruction of SR388. Whether Federation governors are elected or appointed is not clear.
