Space Pirate origin?

The article seems to imply that the Puffers of Tallon IV belong to the Pirates. I can find nothing in the scans to support this (apart from a questionable hint system that tells Samus there is "increased pirate activity" in the Caverns, before she goes there the 1st time, but only finds turrets and puffers). This seems like speculation to me, couldn't the Puffers just be native to Tallon IV? They do appear in the Phazon Mines, as traps, but only Preeds and Puffer Mines are said to belong to the Pirates.
